This is because the risk of injury is great in these games as each person is fighting for a crucial spot on the 52 man team. That is also what makes this game a great one to watch, as all the players will be playing their hearts out as they have everything on the line. 

Some things to take into note when betting this game is the history of this game. When it started back in 1962, it was a high scoring affair with 6 of the first 7 years having a team score more than 20 points, with a high of 48. The last five years of NFL Hall of Fame games have been more of defensive showings with there only being 1 team in the last 6 years scoring 20 points.
